On the afternoon of May 13, the Symposium on Global Experience in Protection and Utilization of Intellectual Property was held in the Yifu Sci-tech Building in Eastern Wangjiang Campus. Prof. Luo Zhongshu, Executive Deputy Secretary of CPC Sichuan University Committee, Huang Feng, Director of Sichuan Provincial Office of Intellectual Property, Liu Xiaoliu, Director of Chengdu Municipal Office of Intellectual Property, Mr. Guy Proulx, President of Singapore Yudong Science and Technology Group, Mr. Russell Boltwood, chief legal consultant of Singapore Yudong Science and Technology Group, Prof. Ngan Alice Man Wai, from Chinese University of Hong Kong, Prof. Jasmine Kway from National University of Singapore, relevant heads of the Office of Humanities and Social Sciences, Office of Science and Technology, Office of International Cooperation and Exchanges and Law School and some students attended the meeting. Prof. Tang Lei, Dean of the Law School, presided over the symposium.
Luo Zhongshu addressed the meeting on behalf of Sichuan University. He first extended warm welcome to all distinguished guests at the symposium and sincerely thanked the leaders of provincial and municipal intellectual property administrations for the long-term concern and support for Sichuan University. In his address, Luo briefed on the operation scale, disciplinary development and faculty of the university and reviewed the efforts the university had made in the field of intellectual property. He said that Sichuan University addressed great attention to the management, transformation, utilization and protection of intellectual property. The school vigorously supported the Research Institute of Intellectual Property underway. From long term view, this undertaking would be conducive not only to the development of intellectual property platform, but also to education of talents on transformation of intellectual property and development of long-effective transformation mechanism for intellectual property. He remarked that the holding of this symposium did not only embody the university’s great attention to the research effort on intellectual property, but also the great support to Sichuan University from all relevant administrations. He hoped that the participating leaders, scholars and experts, especially international colleagues, could speak freely at the symposium and proactively exchange minds after the meeting, so as to make positive contributions to the research and management of Chinese as well as global intellectual property.
Director Huang Feng briefed on the development of intellectual property in Sichuan and made positive comment on the holding of this meeting. She said that, as a pilot institution on intellectual property, Sichuan University played a leading and demonstrative role in utilization, management and protection of intellectual property. The Research Institute of Intellectual Property of Sichuan University is sponsored by Singapore XXX Science and Technology Group and established by Office of Science and Technology and Law School of Sichuan University. After completion, the institute will not only play an active part in the university's intellectual property work, but also possess great significance in promoting the rapid development of intellectual property protection in Sichuan.
Prof. Tang Lei briefed on the disciplinary strength, faculty and international exchanges on the Law School, and sincerely thanked Singapore XXX Science and Technology Group. He also expressed great confidence in the development of the institute.
At the symposium, Mr. Guy Proulx made a speech entitled “China---Next Frontier of Intellectual Property”, which introduced the development trend of China’s intellectual property. Prof. Alice Ngan from Chinese University of Hong Kong made a report entitled “Cooperation between University Enterprises in Commercialization of Intellectual Property”, which introduced patent technology transfer and exiting problems in Chinese University of Hong Kong. Russell Boltwood, chief legal consultant of Singapore XXX Science and Technology Group, make a speech entitled “Patent Litigation in USA”, which from legal perspective interpreted related issues on patent litigation. Prof. Jasmine Kway from National University of Singapore made a speech entitled “Intellectual Property Policy in Higher Institutions in Singapore”, which discussed intellectual property transfer from policy perspective. After the speech session, students posed questions and exchanged ideas with speakers on issues related to the release the White Book of China’s Intellectual Property Protection in 2009, the coordinative relations between pure pedagogic research in higher institutions and flexible corporate development strategy and application of intellectual property policies in higher institutions.
