讲座题目:Integrating human behavior into understanding community resilience

讲座摘要:With the increasing trend of damages incurred by disasters world-wide, community resilience has gained a great amount of attention from both academic and policy-making circles. In this talk, I will present three of my studies to highlight the importance of integrating human behavioral/cognitive component into understanding and measuring community resilience. In the first two studies, I will present two conceptual frameworks with the first one focused on connecting contextual risk and risk perceptions with policy support to mitigate flooding, and the second one on connecting contextual risk and risk perceptions with community resilience. I will end this talk by discussing the present case study in which we find public policy can inform residents of risks and influence their behaviors to prepare for flood risks.
全球范围内,灾害对社会引起的破坏不断上升。在这个背景下,社区复原力(community resilience)成为了学术界和公共政策圈的热点概念。我发现,现存就社区复原力的文献里缺乏对人类行为充分考虑。在这个讲座里,我将以我自己的三篇文章抛砖引玉,来突显理解风险认知和行为对全面认识社区复原力的重要性和必要性。前两篇论文里,我们通过实证研究提出两个概念框架,第一个重点是地理环境中的客观风险,风险认知,以及公众对防洪政策的支持。第二个则是偏重地理环境中的客观风险,风险认知,和社区恢复力的联系。在第三篇文章中,我们通过一个自然实验-2017年哈维(Hurricane Harvey)飓风时休斯顿地区求救人的地理分布,发现公共政策(National Flood Insurance Program Flood Maps)对民众防灾行为的影响。
